Yeah I'm not saying it was a fact :P Just a possibility.
It makes the most sense. Most of the dbz hero's survive because the villian presumes their dead after they give em a really hard blow due to their inability of sensing ki's.

Good, now, I'm just going to go out and say it...
I have Base Gotenks (pre) winning with med dificulty. I don't have SSjin2 Majin Vegeta a monstrous amount ahead of SSjin2 Kid Gohan, who is presumed to be roughly equal or slightly stronger then SPC. I have Base Gotenks roughly at SSjin2 Majin Vegeta's level, who, as I said before, I don't have leagues above SSjin2 Kid Gohan.

Super Perfect Cell: 59.97
SSjin 2 Kid Gohan: 60
SSjin 2 Majin Vegeta: 63
Base Gotenks (pre): 63

 Not even. I have Base Gotenks Pre no where near SPC. Fusion is broken but I don't feel it's that haxed that Trunks and Goten's added PL's x 25 fusion multiplier would put them above SPC. My personal opinion is that Pre ROSAT SSJ Gotenks is on par or stronger than SSJ2 Goku. Which is not a bad place to be and is believable given what Goku told Piccolo about the fusion. The 2 days was given for Trunks and Goten to master fusion and then spend a full day in the ROSAT to leave no doubt they could beat Buu given his power, but more specifically his Ω haxed regeneration.

SSjin Gotenks was stated to be stronger than SSjin 3 Goku and this was never contradicted. Goku didn't want them using the RoSaT except in a dire emergency, so your theory is invalid. There was never any doubt that SSjin Gotenks could beat Fat Boo. Not to mention even when Piccolo stated that they should get any last-minute training in after they fought Boo (in Base), he didn't suggest using the RoSaT, which you would think he would've if that was indeed Goku's plan.

 Now that I think about it, the HBTC line might have been in the Funimation dub.

At the same time though it was never explictly stated that Super Buu was stronger than Fat Buu. Only that his body is better for fighting. If they were indeed the same power wise, there would never have been a need to take Trunks and Goten to the ROSAT.

Trunks: “Huh!? That’s Majin Boo!?”
Goten: “He-he really has changed…”
Piccolo: “It’s not just his appearance…Everything about him is definitely greater than before…”
